ELECTRIC VEHICLE CHARGING, COMMON AREA OUTLET USE UPDATE, AND PROPOSED RULE CHANGES
We would like to share several important updates regarding electric vehicle (EV) charging within the community.
Updated EV Charging Rates (Effective Immediately)
Following the June 2, 2026, Open Board Meeting, the Board of Directors approved updated EV charging rates based on the Association’s current billing rate with SDG&E.
Summer Time-of-Use (TOU) Rates (June 1 – October 31):
Weekdays:
- On-Peak (4:00 PM – 9:00 PM): $0.48/kWh
- Off-Peak (all other hours): $0.12/kWh
- Super Off-Peak (Midnight – 6:00 AM & 10:00 AM – 2:00 PM): $0.11/kWh
Weekends:
- On-Peak (4:00 PM – 9:00 PM): $0.48/kWh
- Off-Peak (all other hours): $0.12/kWh
- Super Off-Peak (Midnight – 2:00 PM): $0.11/kWh
To help minimize charging costs, residents are encouraged to utilize their vehicle’s scheduling feature and charge during Super Off-Peak hours whenever possible.
Use of Common Area Electrical Outlets
Based on guidance from licensed electricians, the standard common area outlets located in the garage are intended only for minor, temporary use, such as powering small tools or equipment used by maintenance personnel (e.g., car vacuums). Using these outlets to charge electric or plug-in hybrid vehicles, or to trickle charge a battery, can overload electrical circuits and may cause damage or safety concerns. For this reason, use of common area outlets for charging vehicles or batteries will continue to not be permitted. Thank you for your understanding.
Upcoming Residential Handbook Rule Updates
Management will be distributing a notice within the next week regarding proposed updates to the Residential Handbook related to EV charging.
The proposed changes will address the allocation of network-related fees currently assessed to the Association. If adopted, these fees would be assigned to Owners who have exclusive use of Level II EV chargers in the garage.
We strongly encourage all Owners to review the upcoming notice and participate in the comment period. Your feedback is important.
Verification of EV Ownership for Charger-Designated Spaces
Over the next two weeks, residents with exclusive-use Level II charging stations assigned to their parking slips who do not have a known EV or plug-in hybrid vehicle on record will receive an email requesting verification.
Residents will be asked to provide proof of current EV or plug-in hybrid ownership, or a pending purchase (vehicle ordered but not yet delivered). If verification cannot be provided, the Association may reassign the parking space to a resident with an active need for charging access.
If you have any questions about this update, please contact Alma Galindo at 619-255-1204 or via email at agalindo@actionlife.com.
BUILDING-WIDE CARPET CLEANING NOTICE
Carpet cleaning will be performed throughout the building, working from the top down. Crews will clean two floors at a time, with the exception of the final floors. Please exercise caution in freshly cleaned areas as surfaces may be damp. We appreciate your cooperation and patience during this carpet cleaning project.
WINDOW WASHING UPDATE
Window washing will continue according to the following schedule:
- East Side: June 2 – June 5
- South Side: June 8 – June 10
Additionally, the following areas will be cleaned on June 11-12:
- Pool Deck/Community Room-Lower street-facing windows
Please note that the schedule may change due to weather conditions or mechanical issues. Residents who would like their balcony windows washed at their own expense may contact Carlos Lopez at 619-315-9697 or clopez@ubscompany.com to arrange service.

MOVING AND DELIVERY REMINDER
Residents planning a move-in, move-out, or large delivery are reminded that moves are permitted only between 8:00 a.m. and 5:00 p.m., Monday through Saturday, and must be scheduled with Management at least seven (7) business days in advance. Unscheduled moves or deliveries will not be permitted to use the elevators. Moving companies must provide current liability and workers’ compensation insurance certificates naming the Association as an additional insured at least two (2) days prior to the move.
Please coordinate all move/delivery details, including truck access and elevator reservations, with Management in advance to ensure a smooth moving process. Thank you!
REMINDER TO KEEP UP WITH YOUR MAIL!
The U.S. Postal Service has asked us to share an important reminder regarding mailbox maintenance and mail delivery. If a mailbox becomes full, the mail carrier is required to remove all mail and leave a notice indicating that your mail is being held at the local post office. The mail will be held for up to 10 days. If the mail is not claimed, both the removed mail and any additional mail received during the hold period may be returned to the sender and marked as “Moved, Left No Address.” Residents are encouraged to check and empty their mailboxes regularly to avoid interruptions in mail delivery and the possible return of important correspondence.
INSURANCE
Per the Association’s governing documents, all owners are required to maintain liability insurance. Owners who rent their units should also ensure their tenants carry renter’s insurance. Please submit a current copy of your insurance policy to Carlos Mayes at cmayes@actionlife.com for the Association’s records. If you have already done so, please disregard this reminder. Savina’s insurance policies have been renewed for the period of June 1, 2026, through June 1, 2027. The updated Certificate of Insurance (COI) is available in the resident portal under Documents > Insurance. For lender-specific COI requests, please contact Kirk Miller Insurance Agency at 858-400-4504.
HOMEOWNERS INSURANCE AND LIVING TRUSTS: WHAT YOU SHOULD KNOW
Many homeowners are surprised to learn that placing a home into a living trust may also require an update to their homeowners insurance policy. While the trust can provide important estate planning benefits, it’s equally important to make sure insurance coverage reflects the property’s current ownership. A quick review with your insurance provider can help confirm that the trust, trustee, and homeowners are listed appropriately, reducing the risk of complications if a claim ever needs to be filed.

BIKE RE-REGISTRATION
During our recent bicycle room audit, we identified approximately ten (10) bicycles with no known owner and an additional ten (10) that appear to belong to former residents. In some cases, these bicycles may have been given to current residents, and ownership information may not have been updated.
To assist with identification, management has placed notices on bicycles with unknown ownership. If you see a notice on your bicycle, please contact the management office as soon as possible to confirm ownership and update your registration information. Bicycles that remain unidentified after June 22nd may be subject to removal in accordance with Savina storage policies. Thank you for your cooperation!
